State Required Pre-Licensing Certification




​SB 08-151 requires 8 hours of instruction, through an approved education provider, for the following applicants:

• Used motor vehicle dealer

• Used powersports dealer

• Wholesale motor vehicle auction dealer

• Wholesaler

• Sales people are not required to attend - but are welcome!


The required education must be completed by:

• The managing officer if the applicant is a corporation or limited liability company
• All of the general partners if the applicant is any form of partnership
• The owner if the applicant is a sole proprietorship


Note: Applicants who are selling NEW powersports vehicles and/or NEW motor vehicles, and who are franchised by a licensed manufacturer, are exempt from the Pre-Licensing Certification.


New powersports and/or new motor vehicle dealers who are also applying for a USED motor vehicle dealer's license or USED powersports dealer's license at the same time, ARE required to attend the Pre-Licensing Seminar.


If you have held a Dealer or Wholesaler license within the past three years, you are exempt from this Pre-Licensing Seminar requirement. If you have not had a Dealer, Wholesaler, or Salesperson license within the past year, you will still need to take and pass the Mastery Exam.





Curriculum



CAPSS educational materials and instructors have met and exceeded the standards required by the State of Colorado. Mary Marvin and Connie Hatch are former investigations for the Colorado Department of Revenue - Auto Industry Division (the governmental agency that governs and regulates Dealers, Wholesalers and Sales personnel). Although Mary has retired from an active role in teaching classes, her fingerprint of excellence is built into our classes. Connie shares her expertise, as well as experiences, to help you understand and remember the material.


Our Pre-Licensing Seminar covers compliance with the laws governing motor vehicle and powersport sales including Salesperson Licensing, Advertising, Repossessions, Contracts, Financing Disclosure Requirements, Truth-in-Mileage, Title Delivery, Damage Disclosure, Salvage Vehicles, Emissions, Credit Applications, the Basic Car Deal paperwork and more.


Upon completion of the class, students are awarded a certificate to submit to the state with their dealer application.





Mastery Exam



This seminar also prepares you to take the State's Mastery Examination. The Mastery Exam is administered at the end of the Pre-Licensing Seminar. You will receive the signed Affidavit upon passing the exam. This Affidavit must be submitted with your application.





Surety Bond



Along with your Pre-Licensing certificate, dealer and wholesaler applicants will need to obtain a $50,000 surety bond before submitting their application. Bonds can be obtained through our partner, CIADA (bond info).





General Application Information



Once you have completed the Pre-Licensing Seminar and passed the Mastery Exam, you may submit your application packet to the Department of Revenue/Auto Industry Division. Colorado requires applicants to have $100,000 net worth, and a vantage score of 701 or better for each applicant. The state also requires your full legal name (as on your driver's license) to be used on your application. Provide supporting documents for all financials, and keep a copy of the completed application packet. We will give you helpful tips on completing your application packet during the class, as well as provide you with a sample business plan that you can customize to fit your enterprise. Western Slope Seminars



CAPSS and CIADA have joined together to offer Pre-Licensing seminars. Sign up through CIADA.org for the classes, or contact Connie at 970-209-7499. Two practice tests will be given to prepare you to take the Mastery Exam. Classes run from 8:00 am to 6:00pm.
